公众参与视角下基于模糊层次分析法的政府信息公开绩效评估研究

Research on the Performance Evaluation of Government Information Disclosure Based on Fuzzy Analytic Hierarchy Process from the Perspective of Public Participation

在总结以往政府信息公开评价研究成果的基础上,结合《中华人民共和国政府信息公开条例》,构建了公共参与视角下的政府信息公开绩效评估指标体系,该体系包含4个一级指标和18个二级指标。通过模糊层次分析法确定一、二级指标的权重,探讨政府信息公开的绩效评估操作。以南京市3个行政区为例,对评估指标体系进行实证分析。结果表明该评估体系是实用可行的,对政府信息公开绩效评估研究具有一定意义。

Based on the summary of the previous evaluation research achievements of government information disclosure, and combined with ＂The Government Information Disclosure Regulations of the People＇s Republic of China＂, the paper constructs an in- dex system for performance evaluation of government information disclosure from the perspective of public participation, which in- cludes 4 first-level indexes and 18 second-level indexes. Through the fuzzy analytic hierarchy process, the weight of the first and sec- ond-level indexes is determined, and the operation of the performance evaluation of government information disclosure is dis- cussed. Taking 3 administrative districts of Nanjing for example, the paper makes an empirical analysis of the evaluation index sys- tem. The results prove the practicality and feasibility of the evaluation system, which is of certain significance to the research on the performance evaluation of government information disclosure.
