需求不确定下的应急资源公平配置策略 被引量:12

Emergency Resources Allocation with Fair Considerations under Uncertain Demand

摘要 应急资源在多个主体之间的公平配置问题是应急管理中的热点问题。针对需求不确定情况下的应急资源配置问题,建立了以最小最大不满意度为公平目标、以系统效用总和为效用目标的多目标混合整数规划模型,提出启发式粒子群算法求解冲突多目标的帕累托前沿。通过对决策偏好的分析,给出了最小后悔的资源配置方案。结合地震应急救援的背景,进行了数值仿真与结果分析,表明建立的模型和方法能够有效地解决需求不确定下资源公平配置的问题,为决策者提供科学的决策依据。 Fairness in emergency resource allocation between multiple players under shortage has great effect on the emergency rescue. A multi-objective mixed integer programming model with fairness and efficiency considerations is established under shortage and uncertain demand. Heuristic particle swarm algorithm is proposed to find Pareto frontier of the model. With scenario- based decision-making preferences and regret value method, the satisfied resource allocation strategies are found. The numerical results Drove its effectiveness.
