摘要
多源流理论提供了政策议程设置的分析模型,能透视公共政策制定过程的"黑箱",有较强的解释力。本文运用多源流理论框架阐释"异地高考"议题是如何引起政府关注的?政策共同体和相关利益集团在政策制定过程中是如何发挥作用的?剖析在问题源流、政策源流和政治源流的汇合中,打开异地高考政策之窗的过程及其内在机理。
Multiple streams theory provides a new interaction model of agenda setting and opens the black box of public policy making, which can explain public policy well. Multiple streams theory is applied in the research as an analysis framework of agenda setting of college matriculation policy for migrant children to provide us answers to three questions: how does the problem attract governmen-tal attention? How do policy community and interest groups play roles in policy making? How do problems stream, policy stream and political stream converge to open the policy window?
