针对当前高等教育改革发展现状,必须高度重视以改革的精神创造性地开展纪律建设,把实践证明行之有效的办法和措施,以制度形式把它固定下来,不断推进纪律建设走向制度化、规范化轨道,为云南省高等教育提供坚强的政治纪律保证。

In view of the current situation of reform and development of higher education, great impor- tance should be attached to discipline construction in the spiritual and creative manner, putting the proved effective methods and measures in practice fixed in institutional form and continuously pushing forward the discipline construction toward institutionalization and standardization. The discipline construction will provide a strong political discipline guarantee for the higher education in Yunnan provide.
