瑞典文化政策的制定与实施是分离的。在国家层面,文化政策主要由文化部制定,确定国家文化政策的长期目标。文化政策的实施主要是文化部下属政府机关的职责,其中瑞典艺术委员会行使着重要职能。本文重点研究瑞典艺术委员会的职能,包括管理体制、运作方式和绩效评估。

In Sweden,cultural policy formulation and implementation are separated.At the national level, the cultural policy is formulated mainly by the Ministry of Culture,to determine the long-term objective of the na-tional cultural policy.Implementation of cultural policy is mainly the responsibility of government agencies under the Ministry of Culture,in which the Swedish Arts Council perform important functions.This paper focuses on the func-tions of the Swedish Arts Council,including the management system,operation mode and performance evaluation.
