摘要
电大现行管理体系是中央、省、市、县四级"分级办学,分级管理",用"五统一"的标准保证教学质量,多年来为社会输送了很多毕业生。但是,在对承德电大的调研中发现,河北省电大系统现行的教学管理系统存在师资整体水平不高、教学管理环节不够深化和系统管理体制运行不畅等制约发展的问题,针对这些问题,上级电大要适当放权,对基层电大进行扶持和利益倾斜,整合优秀师资在系统内共享,统筹建设优秀共享型资源,积极进行适合成人的考试考核方式改革,建立完善的教学质量保障体系,基层电大要借助系统优势,主动寻求特色发展等解决策略。
The existing management system of the radio and TV universities is divided into four levels of the central, provincial, municipal and the county, "opening and managing schools in different levels", ensuring the teaching quality with "five unified standards". In this way many graduates have been trans- mitted into society over years. The investigation to Chengde Radio and TV University finds out some prob- lems in the teaching management system of Hebei Radio and TV University, such as the overall level of teachers is not high, the teaching management is not perfect, the management system is not operated smoothly. In the light of these problems, it is proposed that the higher level of radio and TV university should decentralize its authority, support and give more interests to its branches, integrate excellent teach- ers and share each other in the system, construct the overall excellent shared resources, actively carry out reform of the examination mode and evaluation system suitable to adults, establish a comprehensive guar- antee system of teaching quality. The basic level radio and TV universities should make full use of system- atic advantage to actively seek the characteristic developmental strateeies.
