由于多方面的原因,我国经济快速增长的同时,逐渐形成了成本投入大、资源消耗高、环境破坏多、社会效益差的发展方式,显然这种发展方式难以为继,必须寻求对生态环境和人类发展更为有益的经济发展模式和出路。而加快建设资源节约型、环境友好型社会正是从我国国情出发提出的一项重大决策。在这其中,资源节约型、环境友好型社会建设的核心就是完善和健全有利于能源资源和保护生态环境的法律和政策,加快形成可持续发展的机制。

Due to various reasons, China＇s rapid economic growth gradually formed a development mode with high cost, high resource consumption, environmental damage, low social benefit. Obviously this situation is difficult to continue. The economic development model and way out must be sought on the more beneficial to ecological environment and human development. To accelerate the construction of re- source-saving and environment-friendly society is a major decision made with China＇s national conditions, in which the core of resource saving and environmental friendly society construction is to improve and per- fect the benefit of energy resources and ecological environment protection laws and policies, and accelerate the formation mechanism of sustainable development.
