The exploitation of archive information resource is key to realize the archival value effective- ly. However, the unitary developer main body and the deficiency of development strength and depth make the archive information resource difficult to meet the needs of society. So the collaboration between ar- chives and external agencies can provide a good approach to the exploitation. Through mastering the col- laboration subjects, manner and forms can we overcome the existing problems , and provide invaluable wealth of information to the society.
