在社会转型的新形势下,各种利益主体间的利益诉求差异日趋明显,各种主体之间的矛盾凸显出来,罪犯矛盾纠纷的数量日趋增多,这些矛盾如果不及时得以化解,轻则影响罪犯改造情绪,重则诱发监管安全事故,甚至引发罪犯刑释后报复社会恶性刑事案件。健全完善罪犯矛盾调处工作机制,及时化解狱内各类矛盾,对于确保监狱安全稳定和实现全面建设小康社会的奋斗目标具有全局性的战略意义。

At the social transitional stage, it has become increasingly obvious that different subjects seek for different interests. Accordingly, there appear contradictions and, disturbances between prisoners are increasing in number. If these contradictions and disturbances can not be solved in time, they will affect cons＇ moods and contribute to the occurrence of security incidents, or even of such criminal cases as their revenge on society after they are released. It is strategically significant to the perfection of the mechanism of mediating and disposing disturbances between convicts, which will ensure stability of corrections facilities and the attainment of the goal of the development of prosperous society.
