警察职业能力与警察职业能力培养

Police Professional Competency and Police Professional Competency Development

职业教育的目的是培养学生的职业能力;警察职业教育的目的是培养学生的警察职业能力。警察职业能力是指运用知识、技能和态度等要素履行警察职责的能力,由专业能力和通用能力构成。警察职业专业能力包括了核心专业能力和基本专业能力;警察职业通用能力包括了方法能力和社会能力。警察职业能力的培养为警察部门的警务活动服务,而不是相反。警察职业能力培养至少涉及到两个基本层面的建设:一是学校与警局的合作、学习与警务工作的结合等办学体制、机制层面的建设;二是专业、课程、师资队伍、教学训练方法等教育教学层面的建设。

The aim of the professional education is to develop the students＇ professional competency. Police professional competency which refers to such elements as application of knowledge, skills, commitment and ability to perfume police＇s duties consists of academic competency and general competency. Police professional competency consists of core professional competency and basic professional competency. General police professional competency is composed of methodology and social interactive abilities. The development of police professional competency is to serve police agencies, not the opposite. The development of police professional competency is related with two factors： the mechanism of cooperation between police colleges and police departments and the mechanism of combining learning with police work, that is, the construction of mechanisms and, the teaching, that is, disciplines, faculty cultivation, teaching approaches and etc.
