航运人才培养创新模式的动力机制

Dynamic Mechanism of Shipping Personnel Training Innovation Model

航运人才是航运业可持续发展的根本,借鉴国外航运教育的先进实践,探索航运人才培养的创新模式是推动我国航运教育向前发展的主要途径,因此,应积极构建航运人才培养创新模式的动力机制。文中在分析当前国外航运人才培养模式的基础上,总结出我国航运教育现存的突出问题,详细分析了政产学协同创新的航运人才培养模式,并结合管理学动力机制的相关理论,从政府、学校、企业三方主体角度出发,提出构建航运人才培养创新模式动力机制的措施,包括行政主管部门应出台相应政策形成有效的约束机制、构建航海教育校企合作创新的动力机制、以航海文化教育形成软性动力机制等建议。

Maritime shipping talent is fundamental to sustainable development of maritime industry. Learning from the advanced practice of foreign maritime education,and exploring innovative models of shipping talents training is the main way to push forward the development of China＆#39;s maritime education.So the dynamic mechanism of shipping personnel training innovative models should be built. Basing on analyzing the current domestic and international maritime training models, This paper summarized our outstanding problems that exists in maritime education and detailedly analyze the Collaborative Innovation trainning system involve government,enterprise and school,.On refering theory of management dynamic mechanism,the paper proposed several measures from the angle of tripartite body as government, schools and businesses, to build dynamic mechanism of maritime personnel training innovative mode.The suggestions include：The administrative departments should introduce appropriate policies to form an effective constraint mechanism, Constructing the dynamic mechanism of school-enterprise cooperation and innovation in maritime education, Forming soft power mechanism by sthengthening maritime culture education.
