金鸡滩水电厂“两个细则”考核出现的问题及解决办法

"两个细则"考核是现阶段电网对发电厂的重要考核指标之一,主要由一次调频和发电计划考核组成。金鸡滩水电厂机组一次调频动作合格率低,动作方向错误或动作积分电量不足;机组自动化系统调节性能差,实际负荷曲线超越偏离计划负荷曲线上下限,导致"两个细则"被考核费用很多。为了减少不必要的被考核费用,通过对机组相关设备参数进行调整、试验,提高了机组一次调频动作合格率,改善机组自动化系统调节性能,确保实际负荷曲线不越限,大大降低了"两个细则"产生的被考核费用,取得了非常不错的经济效果。因此,结合机组结构特点,通过优化机组设备参数,提高一次调频动作合格率,改善机组调节性能,保证机组负荷曲线按发电计划曲线运行,减少因"两个细则"被考核而产生不必要的经济损失的方法是可行的。

“Two Regulations”assessment is one of the important assessment methods that power grid corporation e-valuates the power plant in present stage, which is composed of primary frequency regulation and power generation plan assessments. Jinjitan hydropower plant spent much money on its“Two Regulations”assessment due to its poor qualified rate of primary frequency regulation resulting from wrong direction or insufficient accumulated power quan-tity of regulation;as well as the poor regulating performance of unit automatic system, the practical load curve deviat-ing from the planed load curve. In order to reduce the unnecessary costs on assessment, the related equipment param-eters of unit were adjusted and tested, which improved the qualified rate of primary frequency regulation and the reg-ulating performance of unit automatic system, ensured the practical load curves are in limited range and obtained very good economic results. Therefore, the mentioned method for reducing the unnecessary costs on“Two Regulations”as-sessment is feasible.
