基于差距度与投资度的高标准基本农田建设研究与应用

Theory and Application of Well-facilitied Capital Farmland Construction: An Analysis Based on the Gap Degree and Investment Intensity

进行高标准基本农田建设需确定建设区域的高标准基本农田的标准值,厘定基本农田现状与建设标准之间的差距,并使资金投资与现状相匹配。该研究根据高标准基本农田建设标准、实践经验和专家意见选取指标建立评价体系,构建差距度模型(GD)与投资度(II)模型,计量反映基本农田现状与标准之间的差距以及基本农田现状与投资额度的关系。分析结果表明:研究区四川省什邡市高标准基本农田的标准值为0.930,已经是高标准基本农田的村7个,面积为1 931.03 hm2,占评价区面积的9.70%,政府暂不投资;在什邡市基本农田中,差距度为1级、2级的分别占19.49%,24.07%,投资额度分别为:<1.2×104元/hm2,(1.2-1.8)×104元/hm2,而3级差距度的基本农田占19.74%,投资额为(1.8-2.4)×104元/hm2;4级、5级差距度分别为2 203.79和3 172.51 hm2,投资额度分别为(2.4-3.0)×104元/hm2,>3.0×104元/hm2。研究结果表明:差距度能较准确反映各村耕地现状与高标准基本农田的差距,投资度能有效指导建设资金的配置,为高标准基本农田建设的资金、时序和空间的安排提供参考。

Before building high-standard basic farmland,we should have a clear understanding of what are the standards of highstandard basic farmland,what is the gap between the status of current basic farmland and the high-standard basic farmland,and how to match the capital investment and the current basic farmland.According to the construction standards of high-standard basic farmland,practical experience and expert advice,this paper selected evaluation indicators,established the evaluation framework,and built the model of the gap degree （GD） and investment intensity （Ⅱ）.Based on GD and Ⅱ,this paper calculated the gap between the status of current basic farmland and the standards of high-standard basic farmland and identified the relationship between the status of current farmland and the corresponding capital investment.Results indicate that the standard value of high-standard basic farmland for Shifang is O.930.In Shifang City,7 villages has reached the standards of high-standard basic farmland.The total area is 1 931.03 hm2,accounting for 9.70％ of the total area under evaluation,and these villages do not need government investment.The areas under grade 1 and 2 according to the gap degree account for 19.49％ and 24.07％,and the corresponding capital investments are ＜ 1.2 × 104 and （1.2-1.8） × 104 RMB.The area under grade 3 accounts for 19.74％,and the capital investment is （1.8-2.4） × 104 RMB.The areas under grade 4 and 5 are 2 203.79 and 3 172.51 hm2,and the corresponding capital investments are （2.4-3.0） × 104 and ＞3.0 × 104 RMB.In conclusion,the gap degree can accurately reflect the gap between the status of current basic farmland and the highstandard basic farmland,and the investment intensity can effectively guide the allocation of construction funds.This paper provides the scientific references for the temporal and spatial allocation of construction funds of high-standard basic farmland.
