推进我国学前教育投入体制机制改革的政策思考

On China's Policy on Institutional Reform of Early Childhood Education Investment

学前教育财政投入是保障并提高学前教育硬件条件与师资素质的物质基础,为进一步推进我国学前教育投入体制机制改革,应构建政府主导、社会和家庭积极参与的投入体制;建立逐步增长、科学规范的学前教育预算制度;明确7%的财政性学前教育投入比例,制定生均经费基线标准;多举措筹措学前教育经费并实现新增教育经费倾斜;积极鼓励、引导社会力量办园和捐资助园以及以公平和普惠为基本价值取向建立弱势扶助制度。

Financial investment is the material fundamental of guaranteeing and improving the quality of preschool hardware and teaching resources.New policies should be on the schedule to farther promote the institutional reform of preschool education. First, government finance should take the major part of investment and investment from other social organizations and individuals should also be encouraged. Second, scientific preschool education budget of gradually increasing investment should be established. Third, the proportion of fiscal investment on preschool education should be ensured as seven percent at least, and the standard of minimum education investment per student should be published as soon as possible. Four, investment resources should be verified including but not limited to its increased proportion in government total education investment.
