摘要 从资源与环境经济学角度出发,针对赤峰市森林资源系统的可持续发展构建了评价指标体系,应用该指标体系对赤峰市森林资源系统1996—2005年的可持续发展能力进行了动态综合评价,并应用层次聚类分析法将其在10年内的发展动态分为差、中、良3个发展阶段,发现在评价期10年内的可持续发展能力整体趋势呈现提高或增强态势,但同时也存在着系统运行稳定性差、环境容载力略有降低,森林资源承载力、经济支撑能力、科技支撑能力增速缓慢,有待进一步提高等问题.分析了产生这些问题的根源,并提出具体的调控措施. From the perspective of resources and environment economics, an indicator system is established for evaluating the sustainable capacity of forest resources in Chifeng. Dynamics of sustainable development capacity of forest resource system in Chifeng from 1996 to 2005 was analyzed and the development capacity during the 10 years was divided into 3 stages of bad, medium and good by hierarchical clustering method. Results showed that the sustainable development capacity appeared an ascending or enhancing tendency. There were several problems in the forest resource system of Chifeng, such as system stability was poor,environment bearing capacity reduced slight- ly, growth of carrying capacity was slow, and the scientific and technological support and financial support for forest resources increased slow. The reasons for the problems are studied and some specific controlling and regulating measures were proposed..
