论建设法治中国的三个主体

Three Subjects in Building up Legal China

建设法治中国,必须坚持依法治国、依法执政、依法行政。依法治国的主体是中国共产党领导下的广大人民群众,依法执政的主体是中国共产党,依法行政的主体是中央和地方各级人民政府。人民群众、党和政府,都是建设法治中国的主体。这三个主体是相互联系、相互促进的,它们共同构成建设法治中国的有机统一体。

To build a legal China, we must insist on governing the country, holding the power and doing the administration all under the rule of law. The subject of governing the country under the rule of law is the masses led by CPC, the one of holding the power under the rule of law CPC, and the one of doing the administration under the rule of law the central and local governments. All the masses, the party and its government are the subjects of constructing a legal China. These three subjects relate and help between each other, which arrives at an organic integration of jointly constructing a legal China.
