In the Pre-Qin period, various natural disasters took place frequently, which caused great loss of lives and property. To reduce the damage caused by natural disasters, rulers actively carried out policies to reduce, prevent disasters and relieve lives. The policies had rich content, complete system and profound influence, which are worth learning and researching.
