重大行政决策方案合法化是行政决策程序不可缺少的重要环节,是依法行政的重要体现,是决策能够顺利执行的前提条件,是增强重大行政决策方案合法性的重要保障。通过分析我国重大行政决策方案合法化过程的现状、存在的问题,提出加强法制工作机构建设,健全对重大行政决策方案合法化的监督机制,完善并严格执行重大行政决策方案合法化程序等对策建议。

The legalization of major administrative decision-making project is an indispensable part of the administrative decision-making processl It embodies the spirit of administration according to law, and it is a prerequisite for the smooth implementation. Besides, we cannot ignore the legalization because of characteristics of major administration decision-making. This paper analyses the status quo of legalization of major administrative decision-making project in China. And aiming at the subsistent problems, the paper puts forward some countermeasures and advice. For example, to strengthen the organization construction, to perfect the supervision mechanism of the legalization of major administrative decision-making project, to improve and strictly enforce procedures.
