摘要
中国石油企业经过几十年"走出去"的跨越式发展,要求上游板块在做大的同时做强做优。商务职能的良好发挥对石油上游项目全生命周期的效益产生直接影响,能有效减少石油公司的投资、成本,或者提早回收成本、增加报酬和提高投资回报率;基于对市场信息的了解和市场趋势的预测,实施更有利的采办策略;综合权衡价格和风险承担之间的内在关系,争取利益最大化等。目前中国石油企业在海外商务管理方面存在短板,需要在海外项目及国内总部两个层面加以提升。通过向国际石油先进企业对标学习,建立符合实际的商务组织架构,明确商务职责分工、提高商务能力素质,将能更有效地控制海外投资的商务风险,提升海外项目的发展质量、盈利能力,实现价值增长。
After decades of 'going out' for development by leaps and bound, Chinese oil companies require their upstream enterprises to make themselives larger, stronger and better. Good exertion of commercial functions will produce direct good effects on full life circle of upstream oil exploration and development projects, as a consequence, investment costs can be greatly reduced or recovered in advance and rate of return on investment can be increased effeciently. Based on understanding of market information and pridiction of market trend, more favourable procurement strategy shall be carried out and internal relations between prices and risks shall be comprehensively balanced so as to obtain interests as more as possible. At present, there is much shortage in overseas business management, the management level of overseas projects and domestic headquarters of Chinese oil companies shall be improved steadily. Chinese oil companies shall learn from advanced international oil companies, establish realistic business organization structures, clear and definite business assignment of responsibility, improve business management ability and quality, control business risks in overseas investment more effectively and improve development quality of overseas projects in order to pursue the largest economic benefits.
