以类系事、横排门类是地方志编纂的基本原则,也是志体区别于史体体裁的重要特征,直接影响、决定编纂的是志书还是其他文献,关系着志书编纂的成败。志书篇目设计应坚持科学分类与现行管理体制下的社会分工相结合,并努力寻找二者最佳的结合点,力求体现科学性与实践性的统一。分类标准要坚持唯一性,横不缺要项,横排层次不要过低,要坚持同类集中原则,竖写单元必须是"类",志书横排门类要处理好篇与章、章与节、节与目上下的关系,要坚持等级性原则、有序性原则,要慎重处理升格问题。

Recording events by categories and arranging categories horizontally are basic principles for local records compilation,and important features distinguishing the local records style from the history style.They directly influnce and determine whether the compiled book belongs to local records or books of other nature,and the success or failure of local records compilation.The design of local records should adhere to scientific categorization standards and seek integration with current administration system.This helps achieve integration of scientific study with factual practice.The categorization standards should stick to the standard of uniqueness.There should be no ommission of key horizontal categories,no underestimation in horizontal level arrangement,follow the principle of collecting by the same category.The vertical recording unit must be 'category',Horizontal category should homonize its order with chapters,sections and upper or lower-level categories,stick to the grading principle,the orderliness principle,and carefully deal with the issue of upgrading.
