质量管理体系标准视域下的施工图审查机构内部管理研究

Study on the internal management of the construction plan review mechanism from the perspective of quality management system standards

施工图审查制度在规范勘察设计市场行为、提升勘察设计企业技术水平、推动建筑节能等政策贯彻落实等方面发挥了重要的作用。施工图审查机构是在政府主管部门监管下的实行"项目统一受理、统一任务分配、统一审查标准、统一规范收费"的运作模式开展工作。本文在实证研究福建省施工图审查中心发展现状的基础上,基于质量管理体系标准视域下开展施工图审查机构内部管理研究,为强化施工图审查工作管理,提高施工图审查质量,提出创新管理机制的意见和建议。

The construction plan review system play an important role in standardizing the behavior of the survey and design market , sur-veying and designing enterprise technology level , promoting the construction of energy -saving policy implement etc..Construction plan review mechanism is in charge of government departments and carries out the work under the supervision of the implementation of the mode of＆quot;operation project , task allocation , unified acceptance standard unified examination , unified standard fees＆quot;.In this paper , through cur-rent situation of the development of the construction plan review center in Fujian Province , internal management research was carried out based on quality management system standard perspective , and opinions and suggestions were put forward to strengthen the management plan review work of construction , improve the construction plan review quality management mechanism innovation.
