政策试验在公共服务创新中的作用机制及其影响系统

Functional Mechanism of Policy Experiment in Public Service Innovation and Its System of Variables

受服务型政府理念的影响,以实现公共服务均等化为目标的公共服务创新日益受到关注。30年来中国许多政策创新都是通过政策试验这一方式进行的,政策试验对经济发展的贡献已经为实践和理论所证明,近年来中国在公共服务制度方面的创新也有所成就,然而这些成就虽然能为未来各地相关制度变迁提供参考,但是就目前而言,适用于全国的经验不多。此外,在经济较发达地区,经济制度方面试验的举动和幅度相对更大,而在公共服务创新方面,除了个别对经济发展影响重大的领域外,地方政府试验政策的动力不足,效果不好,这是由政策试验的本质以及中国政治系统的干预造成的。不揣鄙陋,文章试图对此进行粗浅的分析。

Under the concept of service -oriented government, public service innovation which is aimed at achieving equalization of public services faces growing concern.During last 30 years, many of China’ s policy innovation were conducted through policy experiments; theory and practice has demonstrated the contribution of policy experiment to economic development; in recent years, China also has gotten some achievements in public service system innovation.However, despite these achievements provide a reference for future system changes, for now the experience of experiment is still often limited. Moreover, more dramatic experiment of economic system just happened in more economically developed areas; and compared with this, in addition to some fields which have significant impact on the field of economic development, the momentum of local government policy experiment is poor and the effect is not good in the other fields.This is determined by the nature of policy experimentation and intervention of China’ s political system.This article will show attempts to analyze this nature and system.
