中小企业支持政策的作用路径分析

Small and medium enterprise supporting policy's function route analysis

本文在已有文献的基础上,分析了影响中小企业生存发展的客观因素,主要是四个方面:行业或市场准入(包括自然准入和政策准入)、要素供给因素、产品需求因素、利益无偿流出。因此,支持政策应当分别从四个方面发挥积极影响,现有支持政策据此可分为四类:市场准入政策、影响企业要素供给的政策、影响企业产品需求的政策、影响企业利益无偿流出的政策。同时本文也对目前的政策作用方式和有效性做了初步的定性分析。

This paper analyses the external factors that constrain the development of small and medium enterprises（SMEs） at the basis of existing literature.The factors include industry barriers to entry（natural and policy barriers）, insufficient access to the productive factors, constraints of market demand to their product and unpaid outflow of interest. The policy therefore can be classified four types： the policy to ease the entry of SMEs, to better the access to the productive factors, to increase the product demand of SMEs, to decrease the unpaid outflow of interest. This paper also conducts a preliminary qualitative analysis on how the policies affect SMEs and their effectiveness.
