甘肃向西开放中东欧战略切入点的选择——白俄罗斯

The Process in Opening to the West of Gansu's Choice of Strategic Point in CEE—Belarus

"丝绸之路经济带"战略构想的提出,再次提升了我国西部大开发战略的地位,对加快西部对外开放进程具有重要推动作用。甘肃作为西北地区重要的经济枢纽,必须抓住这次发展的重要机遇。通过对中国与白俄罗斯关系发展的分析,以及两国社会、自然环境、地缘、产业结构以及法制环境的相对优势的比较分析,我们可以确定,甘肃向西面向中东欧开放,可以选择以发展与白俄罗斯的关系作为战略切入点,选择农业、贸易、工业、文化教育和科技事业作为主要投资合作项目。通过出台促进双方经贸合作的优惠政策,提供政策与资金支持,引导企业发展,保障双方经贸合作健康、稳定发展,从而更好的推动甘肃经济发展和对外开放的水平。

As the strategic vision of“The Silk Road Economic Belt” proposed , the position of the western development strategy is enhanced , and the process of opening to the west is promoted importantly .As an important economic hub in the northwest , Gansu must seize this important opportunity for development . By analysising the development of relationship between us , the social and natural environment , geopolity , industrial structure and legal environment , we can determine Belarus as the strategic points of entry to the west and opening up of Eastern Europe .We can select major investment and cooperation projects in agri-culture, trade, industry, culture, education and science and technology development in Belarus .In order to make sure the economic and trade cooperation can develop healtily and smoothly , the government should forward some policies and provide financial support , then the economic development and opening up level of Gansu will be promoted .
