摘要
食品安全监管体制是食品安全监管研究的重要内容之一。不同类型的食品安全监管体制都是各国政府为达到最佳食品安全监管效果而采取的制度安排。该文在比较不同国家食品安全监管体制和发展趋势的基础上,针对我国食品安全监管体制的问题,从推进"按品种种类全程监管"体制改革、实行集权与分权相结合的监管体制、监管结构向集中联合监管发展等方面,提出了我国改革和完善食品安全监管体制的对策与建议。
Food safety regulatory system is an important content of food safety regulation research .Differ-ent types of food safety regulatory system is a system arrangement that every country government uses to get the best effect of food safety supervision .On the basis of comparing different countries ’ food safety regulation system and the development trend , in view of the problem of food safety regulation system in our country , from several aspects such as promoting the entire regulatory system reform on a variety basis regulation , implementing the combination of centralized and decentralized supervisory system , trying to change regulation structure to focusing and uniting supervision , countermeasures and suggestions of refor-ming and perfecting the food safety supervision system of China will be put forward in this paper .
