2014春节刚过，中国乳业新一轮的骚动开始发生。2014年2月19日，飞鹤乳业与国内羊奶粉行业龙头品牌关山乳业强强携手，宣布以飞鹤乳业控股关山乳业的方式达成战略合作初步意向，成为国家兼并重组政策实施以来首家“牛羊”跨界合作的并购。继2014年1月14日飞鹤乳业全面收购吉林艾倍特乳业之后，此次与关山乳业的强强联合无疑是对政府兼并重组政策的再度响应。
