论我国社会救助机制之结构性缺陷与建构路径

Structural Defects and Construction Paths of China's Social Assistance Mechanism

社会救助机制是由组织机制、管理机制、运行机制和保障机制组成的制度体系,我国已经初步形成了"政府主管、部门协作、民间参与、基层落实"的特色鲜明的社会救助机制。但现行社会救助机制存在社会救助缺乏统一的组织协调、管理权限不清晰、运行条件不完备、监督机制不健全等重大结构性缺陷,应实行城乡一体的救助政策,运用现代化的技术手段,建设规范化的制度体系,构筑专业化的人力资源,为社会救助机制提供组织、管理、运行和保障支撑。

Social assistance mechanism is composed of organization mechanism, management mechanism, opera- tion mechanism and safeguard mechanism. China has initially formed its social assistance mechanism with the distinctive features of ＂ government control, sector collaboration, community involvement and grassroots imple- mentation＂. However, present social assistance mechanism has structural defects. It demands an assistance poli- cy of urban and rural integration, modern technology, a standardized system and specialized human resources to guarantee its normal operation.
