摘要 Because oceans are inherently shifting and open, all coastal countries are concerned with the effective management and rational use of. For countries that border an enclosed or semi-enclosed sea, maritime cooperation is of vital necessity. In areas of enclosed or semi-enclosed seas, the activities of a single coastal country often produce effects on the whole sea area.
