A New Exploration on the Development of China's Democracy:an Organic Combination of Deliberative Democracy and Competitive One

中国的民主政治发展既要遵循民主政治的一般规律,又要考虑中国既有的政治架构与文化传统。在思考中国的民主政治发展模式时要跳出民主发展模式旧思维,既要看到协商民主与竞争民主两种基本形式各自的优势,也要看到各自的局限。回眸中国共产党探索协商民主与竞争民主的历史经验,中国民主政治发展应结合二者的优势,在重大问题决策时以协商民主为主,辅之以竞争民主;在重要人事选拔时则以竞争民主为主,辅之以协商民主,努力探索中国特色的协商民主与竞争民主有机结合的民主发展新道路。

The development of China's democratic polity requires to follow the general rules of democracy and take in-to account the current political framework and Chinese context. In the study of the development modes of Chi-na's democratic polity, we should break the previous thinking mode of democratic development by taking both the strengths and limitations of the deliberative democracy and competitive democracy as two basic forms of democracy. Based on the historical experience of the CCP 's exploration on deliberative and competitive democracies, China's development in democratic polity should integrate the advantages of the two forms, stressing de-liberative democracy accessory with competitive democracy when making decision on important issue, stressing deliberative democracy when selecting important personnel, and develop a new path of democratic development.
