基于情景规划的城市新区土地使用性质的“弹性”研究——以石嘴山环星海湖控制性详细规划为例

Research of “Flexible” of Land Using Nature based on Scenario Planning in New Urban Areas——Regulatory Plan of HuanXinghaihu for Example

研究土地使用性质的"弹性"以应对城市规划未来的非确定性,适应城市新区控制性详细规划的编制、实施和管理。土地使用性质"弹性"的确定方法:以总体规划确定的空间结构为基础,以情景规划作为理论和技术手段,在多情景模式下进行空间矢量叠加,进而建立城市新区土地使用性质"弹性"的基准模型,再结合公共服务用地、交通用地、工业用地、市政设施用地、绿地等影响因子,建立修正模型,最终构成基于情景规划的城市新区的土地使用性质的"弹性"模型。

Flexibility in land using nature can deal with unpredictable nature of urban planning, and adapt to regulatory plan of establishment, implementation and management. Certain method of ＂flexibility＂ of land using has its own nature：it regards spatial structure of comprehensive plan as foundation, scenario planning as a means of theory and technology, more scene modes under space as vector overlay, and then builds ＂flexibility＂ in land using nature in the benchmark model. Public service land, traffic land, industrial land, municipal facilities and green space are controlled for in the adjusted model.
