自媒体时代反腐败的社会机制及其与国家机制的衔接

Social Anti-corruption Mechanism and Its Interface with National Mechanism in the“We Media”Age

腐败犯罪的新特点使得传统的国家本位反腐败刑事政策面临困境,反腐思维与反腐体制均亟需调整。从反腐败的不同主体出发,客观上存在两套反腐机制:国家反腐机制与社会反腐机制。自媒体的发展对反腐败产生了巨大的影响,社会反腐机制因之而取得突飞猛进的成效,但其局限性也显而易见。国家反腐机制与社会反腐机制在各自的运行方式和特点上具有极强的互补性。只有国家反腐机制与社会反腐机制有效衔接、相互配合与相互协调,才能充分发挥其比较优势,实现两个机制互补完善,从而达到控制腐败犯罪的最佳效果。

The new characteristics of the crimes of corruption gives rise to a dilemma for the traditional state-oriented anti-corruption criminal policy. It is therefore a must to adjust the ideal systems of anti-corruption. There are two mechanisms of anti-corruption,national and social. In recent time, the development of ＂We Media＂takes great effect on anti-corruption. That is,the social anti-corruption mechanism makes over part of the responsibility and makes progress,but its limit is obvi- ous. It is then reasonable that the kinds of mechanism are complementary from the perspective of operation and characteristic. In fact,they can be associated to work in cooperation, playing in full their comparative advantages to achieve the best effect of controlling corruption crimes.
