摘要
基于资源基础论的视角研究我国科技战略管理，对我国科技资源建设的现状和存在的问题进行分析；结合大数据、云计算等新技术的挑战，透过包含安全监控、协调服务和竞争优势的三角形架构，阐述科技资源的战略管理过程和方法，并对北京市基于资源基础论的科技资源管理进行实例分析；提出加快建立国家层面的科技管理平台，以实现科技资源在安全可靠的基础下实现统筹配置、开发利用。
This article is focused on research of the Chinas S＆T strategy management from the perspective of resource based view, analyzed the current situation and problems of Chinas S＆T resource construction, explained the processes and methods of strategic management of S＆T resources combined with the new challenges of Big Data and Cloud Computing through the triangle framework of security monitoring, coordination and service, competitive advantage, and studied the case of the S＆T resource management based on the resource based view of Beijing, and proposed to speed up the establishment of the national-level S＆T management platform to achieve the overall configuration, development and utilization in secure and reliable situation.
