中国西北地区环境规制对全要素生产率影响的实证研究 被引量:13

摘要 运用数据包络(DEA)方法测算了2000~2008年环境规制下中国西北五省区工业全要素生产率及分解指标值,结果为:全要素生产率整体水平低,低于全国的平均水平;技术进步对TFP增长的贡献大于效率变动贡献;规模效率水平高于技术进步水平。视环境规制强度、企业规模变化和研发支出强度为影响全要素生产率的主要因素并进行回归分析,结论为:环境规制强度提高1%,导致西北地区工业全要素生产率下降0.038%,技术效率下降0.076%,但能促使0.043487%的技术进步水平提高。在实证分析的基础上得出了较为客观的结论。 Using the method of DEA,we calculated and estimated the TFP of the five northwestern provinces in China based on the environmental regulation(2000 ~ 2008) in these provinces.It shows: the TFP in these provinces was under the national average level.Technological advance contributed more to the increase of TFP than efficiency change.Scale efficiency was higher than technological advance.And then,we did a regression analysis,taking environmental regulation strength,firm scale change,RD expenditure as the main factors affecting TFP.It concluded: when the strength of environmental regulation increased 1%,TFP in the five northwestern provinces reduced 0.038%,technological efficiency fell 0.076%,while technological advance increased 0.04348%.At the end,we gave several solutions based on the empirical analysis above.
