摘要
近年来我国实施了一系列针对农村学校和学生的"利好"政策,但对农村教师队伍建设的政策支持力度还薄弱和欠缺。农村教师群体存在以下问题:总量与供给不足、流失严重、分布不合理、老化、结构性短缺、教师工资和福利欠佳等。基于此提出教师队伍建设的方针,即"量足、合格、稳定、敬业",为了实现目标,在教师支持性政策设计时应考虑五对矛盾,即身份与位置,稳定与流动,功绩与苦劳,实物与工资,当下与机会的矛盾,并本着农村儿童身心和社会发展的原则,农村教师政策难入我国城市化进程的原则,统筹多方利益的原则,从而保证建立一支合格的农村教师队伍。
