Present Situation of Institutional Repository Construction in China and Its Development Strategies

为了解我国学术机构知识库(IR)现状,文章利用问卷调查对我国IR的宣传方式、资金投入、人员投入、系统、政策、标准规范、资源收集管理、资源质量控制、版权管理及资源利用限制等方面展开了分析和研究,发现局部地区IR集成检索系统已经建立,合作分工意识凸显,但IR在各地区发展不平衡,且存在宣传力度不够、开放存取意识淡薄、政策法规和标准规范缺失,以及IR运作管理不完善等问题,据此提出促进我国IR发展的对策。

To understand the construction status of institutional repository （IR） in China and to promote its further development, this paper analyzes Chinese IR by questionnaire survey, mainly on its publicity, capital investment, staff input, software systems, policy, standards, resource collection, resources quality control, i copyright management and resource utilization limitation. It is found that integrated retrieval systems of IR in some regions have been established, and it is well aware of the division of labor. However, there are some problems about institutional repository in China, such as unbalanced development of regional IR, weak publicity, poor understanding of Open Access, lack of relevant policies and standards, and imperfect operational management. Finally, strategies to promote development of institutional repository in China are put forward accordingly.
