Facing with the tendency of considering college education as a tool and as a center of occu- pational training, the development of English major has been very difficult in local colleges of science and technology than the comprehensive universities, foreign studies universities and normal universi- ties. Thus, it has become an important issue that how to combine with the institution features to promote the rational development of English as an independent major English as a major and all-round progress of the students. A clear mind of the educational objectives, reform of the curriculum desig- ning, and optimization of the modes of cultivating talents are the inevitable choices.
