The Effects of Non-nuclear Factor on Future Nuclear Disarmament Negotiations between the U.S.and Russia

美俄军备竞赛由来已久,为了使军备竞赛不至陷入无限制发展,美俄关于削减战略武器,特别是消减战略核武器的谈判也从未间断。2010年4月签署的美俄新核裁军条约对美俄双方的核武器进行了实质性削减。由于目前俄罗斯拥有的战略核武器数量已明显少于美国,加之美国已拥有超强的非核武器打击能力,美国试图推动双方核打击能力在现有基础上进一步削减的建议恐难以实现。美俄后续核裁军谈判将因非核因素而大受影响。

As the arms race between the U.S.and Russia becomes a long story,negotiations between the two on disarmament and strategic nuclear disarmament in particular have never stopped to prevent the arms race from unchecked development.The signing of the new U.S.-Russia nuclear disarmament treaty in April of 2010 made substantive cut of U.S.and Russia nuclear weapons.As the actual number of Russia’s strategic nuclear warheads is smaller than that of the U.S.,and coupled with the fact that the U.S.has ultra strong non-nuclear strike capabilities,it is futile for the U.S.to suggest a further cut on their respective nuclear arsenal on the current basis.The future negotiations on nuclear disarmament between the U.S.and Russia will be much affected by non-nuclear factors.
