我国儿童青少年精神障碍者医疗照顾权的保障

Guarantee of medical care right among children and adolescents with mental disorder in China

目的:了解我国儿童青少年精神障碍者医疗照顾权难以得到保障的原因并提出相关建议。方法:针对送诊率低,医疗机构诊疗能力有限等问题进行调查分析。结果:疾病自身难以被发现、对精神疾病缺乏认识、经济困难、监护不力等是造成送诊率的主要原因,而我国精神医疗资源匮乏和国家投入不足是医疗机构诊疗能力有限的主要原因。结论:应从完善法律制度、加强监护责任、加大资金投入、优化医疗资源,提高医保水平、发挥救助力量,加强宣传预防、重视康复回归等方面保障儿童青少年精神障碍者的医疗照顾权。

Objective： To understand the causes of guarantee of medical care for children and adolescents with mental disorder in China and put forward related suggestions. Methods： The problems such as the low diagnostic rate and limited clinical ability of medical in- stitutions were investigated and analyzed. Results ： The main causes of low diagnostic irate ： difficulties in finding out the disease, the lack of understanding of mental illness, economic difficulties, the lack of supervision;the main causes of limited clinical ability of medical institu- tions ： shortage of mental health resources in China and insufficient national investment on medical institutions. Conclusion： Medical care for children and adolescents with mental disorder should be guaranteed from the following aspects： perfecting the legal system,~str^ngthening supervision, increasing financial input, optimizing medical resources, improving heahhcare level, making full use of rescue forees, strength- ening propaganda, and attaching great importance to the rehabilitation, etc.
