西南地区发展生态产品存在的问题与对策研究

Research on the Problems and Countermeasures Existing in the Development of Ecological Products in Southwest China

对于大西南地区这样一个生态宝库来说,发展生态产品具有先天优势,也存在许多问题。主要表现为:第一类生态产品地域性短缺与潜在性生产能力下降并存;第二类生态产品中的农林产品获得生态标签的竞争激烈,并且过分依赖第一类生态产品,抗风险能力低;第二类生态产品中的工业品生产缺乏必要的技术和政策支撑,独立开展生态设计难度较大。最后,提出了增强生态产品生产能力的若干建议,包括生态保护、消费引导、增加生态认证、试点工业产品的生态设计、开展国际生态交流等。

The southwest region of China is an ecological treasure. The.development of eco products have inherent advantages, however, there are also many problems. Regional shortage and potential production capacity drops of the first kind of ecological product coexist. The agricultural products in second categories of ecological products are overly dependent on first class eco-products. And its competition to developed provinces is fierce and anti-risk ability is low; The industrial products in second kinds of ecological products in lack of the necessary technical and policy support, and independent development of ecological design is difficult. Finally some suggestions are proposed to enhance ecological products production capacity including ecological protection, guiding consumption, increasing ecological pilot certification, industrial product ecological design, international exchange and so on.
