我国发展循环经济的政策特点与完善思路——以生态文明为视角

The Policy Characteristics and Perfection Ideas of Developing Circular Economy in China:A Perspective of Ecological Civilization

循环经济是最大限度地利用资源和保护环境的经济发展模式,倡导经济—社会—环境的和谐发展,代表了一种由传统经济模式向可持续发展模式转变的理论范式。生态文明理念的核心目标在于实现经济发展方式的可持续化和生态化,客观上对我国循环经济政策体系提出了新的要求。我国现有循环经济政策的实施效果并不理想,主要原因在于未能将我国循环经济政策的特点与生态文明理念的要求相结合。文章以生态文明为视角,基于对我国循环经济政策特点的深入剖析,阐述了循环经济政策设计的原理与机制,并进一步提出符合生态文明要求的循环经济政策"内外驱动"优化思路,即通过加强政府、企业和公众参与循环经济实践的能力,激活循环经济发展的内生动力;通过制度创新完善政策环境,为循环经济发展提供良好的外在机制保障。

The economic development model of circular economy uses the resources at the maximum limit on the basis of protecting the environment, which advocates the harmonious development among economy, society and environment, and stands for a theoretical paradigm on the transformation from traditional economic development model to sustainable development model. The core idea of ecological civilization is to make the way of economy development sustainable and ecological, which puts forward new requirements to the policy system of circular economy in China. The implementation effect of China＇s policy on circular economy is not satisfactory because of the lack on combination of China＇s policy characteristics and the requirements of ecological civilization. This article explores the theory and mechanism of policy design on circular economy based on the deeply analysis of China＇s policy characteristics in the perspective of ecological civilization. Then it puts forwards the idea of internal and external drive in order to improve China＇s circular economy policy system, which includes two aspects： one is to increase the internal driving force of circular economy through strengthening government＇s, enterprises＇ and public＇s capacity of participating in the progress of circular economy; the other one is to provide a better policy environment by policy innovations so as to improve the external safeguard mechanism for the development of circular economy.
