公路铁路隧道建设贯彻国防要求研究

Implementing Requirements of National Defense in Construction of Railway and Highway Tunnels

隧道是公路和铁路交通网络的重要节点,具有易毁难修的保障特点。基于对国内外主要做法的分析,探究国内隧道建设贯彻国防要求存在的问题及原因,提出归口国防需求、明确贯彻内容,实行目录管理、确定贯彻程度,制定技术标准、提供贯彻依据的对策建议,力图为我国公路、铁路隧道建设贯彻国防要求工作提供理论依据和技术支持。

Tunnels are important nodes in traffic network of highway and railway which are easy to destroy and hard to mend after damaging. This paper starts with analysis of main practice domestic and overseas, investigates the problems and its reasons, studies and puts forward the countermeasures below： first, it classifies the national defense requirements in order to make the implementing content cut - clear, then carries out catalog management in order to confirm the level to imple- ment the requirements, and establishes the technical standards in order to provide the basis of implement. This paper tries to provide theoretic basis and technical support for highway and railway tunnels construction fulfilling national defense re- quirements.
