摘要
运用选择实验法,研究了湘江流域重金属污染治理的居民支付意愿,并由此推断出湘江流域重金属污染治理带来的环境价值,为政府制定相关环境政策提供数据依据。研究获取了569份居民的调查问卷数据资料,通过计量经济学分析得到如果实施湘江流域重金属污染治理工程,彻底解决湘江重金属污染问题,水质将完全达到或优于Ⅱ类水标准。湘江流域居民总支付意愿为1029.68亿元,影响居民的支付意愿的要素从高到低排序为铅、镉、汞、砷、宣传与教育强度。对湘江重金属污染的认知程度、居民的受教育水平和月收入是影响居民支付意愿的最大因素。
This paper used the advanced choice experiments method to study the willingness to pay in the Xiangjiang River residents, to conclude the implementation of the Xiangjiang River heavy metal pollution treatment project and the environmental value after improving, and provide the various elements important data to the government. In this study, the authors got access to the 569 residents of the questionnaire data. Through econometric analysis, the implementation of the Xiangjiang River treatment project, would completely solve the problem of heavy metal pollution in the Xiangjiang River, the water quality would up to or better than the II water standards. Xiangjiang River residents's total willingness to pay for the 102. 968 billion yuan. The elements affected the willingness to pay was lead, cadmium, mercury, arsenic, propaganda and education. The factors influenced the residents' willingness to pay including the awareness of heavy metal pollution, the level of education and the income of residents.
