西北五省区低碳经济发展水平分析

Analysis of Low Carbon Economy Development Level in the Five Northwestern Provinces of China

将层次分析法引入低碳经济发展水平研究,以我国西北五省区为例,构建了西北五省区低碳经济发展水平评价指标体系,研究了西北五省区低碳经济发展水平及其影响因素。结果表明,西北五省区低碳经济发展水平较低,整体上还处于高碳发展阶段。2007—2011年,陕西低碳经济发展速度最快,年平均增长率为3.09%;宁夏速度最慢,年平均增长速度仅为0.64%。西北五省区低碳经济发展难度较大,低碳经济发展潜力巨大,可通过制定相关政策、引进先进技术、调整产业结构、开发新能源及植树造林、加强绿化等措施,促进西北五省区低碳经济快速与健康发展。

The authors chose the five provinces in northwest China as the research object, built the evaluation index system of low carbon econo- my development level using analytic hierarchy process （AHP）, and finally figured out the provincial comprehensive score of low carbon economy development level. The result showed that the five provinces were still in the high carbon development stage. The growing low - carbon economy of the fastest was Shanxi, and the slowest was Ningxia, which the annual average growth rate were 3.09 % and 0.64 % in 2007 - 2011. Meanwhile, low carbon economy development was difficult in these regions. The low carbon economy development had tremendous potential. According to the analysis, the authors proposed that relevant departments should formulate the policies, introduce the advanced technology, readjust the industrial structure, develop the new energy resources, and introduce the afore station programs.
