农村残疾人就业保障问题研究——以东北为例

Research on the Employment Security of the Rural Disabled

采用文献分析、抽样调查、个案研究等方法,从需求的视角对农村残疾人就业保障中存在的矛盾进行对比分析,并探讨未来完善农村残疾人就业的路径选择。当前农村残疾人就业保障存在四对矛盾,分别是普遍的职业诉求同畸形的社会观念间的矛盾、急迫的服务需求同滞后的社会支持间的矛盾、强烈的创业意愿同脆弱的资金保障间的矛盾、一致的刚性保障需求同无力的制度保障间的矛盾。因此必须在制度、资金、服务与环境等方面跟进,以为其提供强有力的社会支持。

This paper does the research on the issue of the rural disabled employment in demand perspective and finds the way to promote the employment for the disabled by using document analysis, sampling investiga- tion and case study. There are four pairs of contradictions in the rural disabled employment security. They are the contradiction between the universal career aspiration and the deformed social notion ; between the urgent demand for employment services and the lagging social support ; between the strong entrepreneurial will and the fragile financial security ; between the generally rigid support requirements and the weakness of the system protection. Based on all these conclusions, we put forward some suggestions about improving the employment security of the rural disabled . It is necessary to improve relative rules, financial support, social service and humane environment in order to provide strong support for the rural disabled.
