集体林权制度改革后森林资源管理面临的问题与法律对策——以海南省为例

海南省集体林权制度改革事关海南省经济发展和国际旅游岛建设大局,对促进现代林业发展、推动生态文明建设具有重大意义。针对海南省集体林权制度改革实施后,森林资源管理面临着生态理念薄弱,森林资源管理滞后,采伐制度不完善,公益林经营不灵活,林权流转制度不健全等问题,提出了提高生态保护意识,完善森林资源保护体系,严格采伐管理,完善公益林经营机制及规范集体林权流转等举措。

The collective forest flight system reform in Hainan province is related to the economic development and the construction of international tourism island. It is of great significance to promote the development of modern forestry and the construction of ecological civilization： According to the problems of the weak of ecological concept, the lagging of for- est resources management, the unreasonable of cutting system, the int]exibility of non - commercial forest management mechanism and the imperfect of forest right circulation in forest resources management after the collective forest right sys- tem reform in Hainan province, the several suggestions which were enhancing ecological protection consciousness, perfec- ting protection system of forest resources, improving forest cutting system, perfecting the forest management mechanism and regulating the collective forest right circulation uere pointed out.
