Our Communist Party gives high priority to socialist quality culture construction in the process of constructing socialist culture and establishing socialist spiritual civilization. The socialist core value system is established as the subject content of quality culture value construction, and the socialist core values is set to serve as the practice standard of quality culture. The paper aims to solve the questions of where quality culture should move toward and how to practice it. Lifting the socialist quality culture con- struction to a proper height has a more prominent significance for deeply developing the education and training of socialist core value system and practicing the socialist core value.
