摘要
南水北调工程是目前我国最大的水利工程，具有线路长、点多、建设时间持久的特点，而且涉及到委托、直管及代建等三种管理模式，结合工程的具体工作，其投资实行了“静态控制、动态管理”的体系。通过投资控制现状的研究，分析该工程投资主体、设计单位以及面对各种地方群体的多种利益关系，及在建设管理方面复杂困难，投资控制压力，针对目前投资控制存在问题提出了对其解决的策略。
The south to North Water Diversion Project is the country＇s largest water conservancy project, has the characteristics of long lines, points, construction time lasting, but also relates to entrust, straight and generation of three kinds of management model, combined with specific engineering investment to implement the ＂static control, dynamic management＂ system. Studying on the present situation of investment control, analyzed the project and involves multiple investment main body, design units and the face of all kinds of local groups of various interests, and In the management of construction difficulty,investment control pressure. In allusion to the investment control problems advanced strategies for its solution.
