南水北调中线总干渠工程建设任务重、跨行业交叉工程，资金供应及变更管理等合同问题非常关键。工程变更是合同签订后，因设计条件、施工现场条件、设计方案等发生变化，为合同目的而对设计文件或施工状态所做出的改变与修改。建管单位根据国家相关法律、法规以及国务院南水北调工程建设委员会办公室有关规定，结合工程实际，加强南水北调中线干线工程建设管理，规范工程变更管理行为，使工程投资得到有效的控制。
