潮河段饱和砂土液化处理工程变更合同分析

摘要 南水北调中线干线工程潮河段渠基地质条件为黏砂双或多层结构,由细砂、重砂壤土和黄土状中壤土等构成,具有地震液化潜势,原施工方案为振动沉管法挤密砂石桩施工。承包人施工中在遇相对密实层沉不下去时,采用螺旋钻机引(钻)孔。对此,承包人提出工程变更。依据合同文件和变更资料,以及合同法和招投标法有关规定,对是否构成变更进行了分析。 In Chaohe Section of the South-to-North Water Diversion Middle Route Project, the channel basis geological conditions dual or multi- layer structure sticky sand, it contains sand, heavy loam and loess neutral loam etc. Those have liquefaction potential. The original construction plan is use vibration immersed tube method to compact sand and stone pile. The contractor will use spiral drilling machine drill hole when the tube can't go in relatively dense layer. For this, the contractor can propose engineering changes. This article based on the contract documents and engineering changes information, as well as relevant provisions of the contract law and Tendering and Bidding Law, analyzed whether constitute engineering change.
