基于原有的质量监督管理体系已无法满足现有的工程建设形势，从措施、体制、机制、制度创新四个方面详细分析了国务院南水北调工程建设委员会办公室在南水北调工程质量监管体系上的最新成果，并对工程实践经验进行了更加深刻全面地总结。这些成果不仅对南水北调工程质量提供了保障支持，也对其他类似工程有重要参考价值。

Based on the original quality supervision and management system has been unahle to adapt the current situation of construction, the pa- per detailedly analysed the latest achievements of the south to north water diversion office in quality supervision and management innovational system of the south-to-north water transfer project from four aspects,measures, system of organization,mechanisms,institutions. And the engi- neering practical experience has been summaried more profoundly and comprehensively. These results not only provide the powerful support in the quality of south-to-north water transfer project, but also have important reference value to other similar projects.
